I'm using Audacity to record and add music to my chapters. I then (following recommendations) use the Levelator on the saved wav file. After that I open the file back up in Audacity and save it as an MP3 adding the tags. I've noticed when I listen to the final product I hear some fluctuation with the sound. What am I doing wrong?

Oh, BTW you can hear the promo and chapter 1 on my RSS feed: http://www.brendawamsley.net/index.php?option=com_podcast&view=...
I don't notice it as much on Chapter 1 but as I'm working on Chapter 2 I can really hear the fluctuation.

Run the voice through levelator first, THEN mix with the music. The mix is the last thing you do.
